Rice-flour is high in carbohydrates of which 80% is starch. And is not a good source of protein. Therefore, it is not a good option for those who are trying to lose weight.

Adding rice flour to your meals can raise your blood glucose levels quickly and may cause a sudden drop of the blood glucose making you feel hungry and you may tend to eat more.

This means that foods you make with it would be best supplemented with another protein-rich food. 
Also, keep in mind that you may lose a few nutrients, but rice flour is a safe for people with no health problems. People with diabetes, obesity and heart problems should avoid consumption of rice flour.
