When do we add dabeli masala in it? I cannot understand from the recipe

Tarla Dalal Hi Rashi, You have to add the dabeli masala in step 2 only and simmer it.

This Cheese Fondue has a nice taste of dabeli masala and when served with nice hot buttery bread it taste divine.
